I am facing a problem with account assignments in Budget.I had created a Budget Organization
and assigned account ranges. These account combinations in the ranges have not been used by any Journal entry
When I check the account assignments I do not find any of them.What is the best solution to
fix this problem? If I have to update the account combination manually or pass a manual Journal
with those account combination it is almost impossible because there are thousands of them.

Let me try and explain the problem once more. If I am not clear enough even after this then I will attach the screenshots.

I am trying to create a new budget. First I named a new budget and then the budget Organization. After I created the Budget Organisation I clicked the range tab and entered the ranges. Then I clicked the range assignment to find out that there are no accounts that where assigned to the budget organization. I found it to be blank. Now my perception is that the reason it is blank is because those combinations have not been used and thus the combinations do not exist in the combination table. If I am correct then what is the best way to solve this issue after you consider that there may be many code combinations that need to be added.
Another problem that I am facing is that I want to enter budget at the parent level but when I am trying to add that combination manually it is not being allowed to be added to the combinations table. It is givimg a message saying that you cannot add a Parent value. How do I resolve this?

The combination is not appearing in the assignment window because it does not exist. The assignment window only displays existing combinations.
You can still enter a budget against a combination that does not already exist e.g. using budget wizard. Once that is done, the combination will automatically be created if dynamic insertion is on and it will automatically start appearing in the assignments window.
You can cannot enter amounts against parent values.

posting while creating the Parent Account
and use spreadsheet to enter the budgets will it
still not allow me to enter the budgets against
Parent Account.

You cannot post amounts to parent accounts. I have explained that in my videos.
