What are the steps to assign a specific display set ( FSG report) to a specific group of users?

FSG reports and components, including Display Set, are available to all users. If you wish to restrict access on certain components to certain users then you should use Definition Access Security. Definition Access Sets lets you assign view only, modify, and use only access on definitions like FSG components, to responsibilities. This way you can control which user can use which FSG components.
