1.I shut down my machine after installing Oracle EBS.Since you mentioned in the video that my services may be down, What should be my next step? should I continue with the scale down?
2.My PC has 8gb RAM, will it help to increase allocation of the RAM to 4GB as recommended for my virtual machine?

If you have scale down your machine, then the services are down. Simply start the services by following this video: http://handsonerp.com/oracle-financials-tutorials/76-03-oracle-e-business-suite-installation-inst/6346-starting-oracle-applications-services.html

Yes you can increase the RAM to 4GB but first test if everything is working fine with 2GB. Take a snapshot of your virtual machine and then bring it down, increase the RAM and bring it up. Rollback if you see any issues.
